For now we are mapping straight from sierra with a local predicate. Range should be an object with code and label. Codes will be at: https://drive.google.com/drive/u/1/folders/0B51-ZdfMu5sSbmRQbWNoejNxWUU (@thisismattmiller will add)

Added the json lookup to the folder

We don't need this for alpha, so postpone to post-alpha when we can re-evaluate use.
