This branch/PR is for QA testing only related to OAuth. The PR should be closed without merging after OAuth QA is done.

It changes the following hardcoded production URLs for logins to the QA versions:

• https://login.nypl.org/auth -> https://dev-login.nypl.org/auth
• https://browse.nypl.org/iii/encore/myaccount -> https://nypl-encore-test.nypl.org/iii/encore/myaccount
• https://catalog.nypl.org/patroninfo/to -> https://nypl-sierra-test.nypl.org/patroninfo/top
