Trying to begin cleaning up our documentation using a template. @wlla and @jackkim9, I tried to do my best with the functional requirements and accessibility sections from what I found in Figma but I'm sure both of you can make these a lot better. I can either merge this in now and you can edit them on master, or you can tell me what the language you'd like to use here and I can bundle it into the PR.

Another unknown is if Github CORS will allow for those <iframe>s I added at the bottom for the data models and css... we'll see once this merges.

I was thinking the functional and accessible requirements were grouped together in the same section since that's our sort of philosophical approach. But I'll wait to check it out once merged for that question and for a general look.
