DSD-1800: Fixes MultiSelect bug

Fixes JIRA ticket DSD-1800

This PR does the following:

• Fixes bug where clicking a checkbox closes the component when closeOnBlur is true.
• The component should stay open until the user has clicked or tabbed outside of the component container.

How has this been tested?

• Locally in Storybook.
