DSD-1838: primary content area styles

Fixes JIRA ticket DSD-1838

This PR does the following:

• Updates the styles for the Template component to use overflow: "auto" for the primary content area.

It doesn't look great at 600 because the sidebar is still there, but I don't think this is a blocker. Just pointing it out.

@EdwinGuzman Yes, there can be some oddball edge cases. But no, that should not be a blocker. I will move forward with this PR.
