Create a PostgreSQL instance in Bluemix for persistence

As a developer I need ... a database that is persisted in the cloud So that ... our application survives a restart

Assumptions:

• We will need PostgreSQL set up in Bluemix so we can have a persisted db state

Acceptance Criteria:

Given our database instance is set up correctly, db server should survive an application restart
