Web interface as replacement for shell #303

It would be great to have a web interface that can take the place of the shell. Functionality should include:

i can give it a shot since i did most/all of the psiturk.org design (except illustrations). will copy elements from the psiturk dashboard.

@gureckis @fredcallaway I now have rudimentary (read: awesome) alpha-ish "campaign" functionality in place, accessible over a web interface. Install from master (requires python3) and visit /dashboard url once you have the server running.

Now has "approve all" schedule-able and delete-able task with customizeable interval.

Hmm, I'd offer some help but I am yet again struggling to get nginx reverse proxy working in my VPS now that I moved to another provider... I could help out if you could point to what files and features are relevant to this so I can make a draft.
