As .Net Core 3.0 has been fully released I recommend we update to the latest version. This will also address PR #5
(This can just sit here as a PR until you get fully updated)
API Changes Added /api/server/health that responses with a Server Health object.

Front end changes Added webhooks.html file that allows users to subscribe and unsubscribe webhooks
