Power button not waking up module after shutdown #8

The power button is supposed to start the system again after a shutdown. However, the power button is not working currently.

Power GPIO seems to work fine, but startup by shorting GLOBAL_EN and RUN_PG doesn't work. The reason seems to be missing 3.3V at the buffer.

Doesn't need addressing since the power button has been removed by #16
