Documentation Currently not reflective for NCPA 3.x.x #1025

Can the online documentation be updated to reflect that the latest version is 3 and coverage of the changes.

We've had some RHEL machines update themselves via repo already. So far all servers that have done this are all is a service fail state. Documentation would be really useful about now!

Fixed the error that prevented service startup (configparser.DuplicateOptionError, last version did not care).

For us the fact that the two service names have been dropped in favour of a single service name broke the way we were deploying ncpa via a custom Puppet module. On the way to being fixed, few steps still to go.
