Install errors ncpa-3.0.0-latest.x86_64 from repo RHEL 8 #1026

Seeing this via various servers running RHEL 8: error reading information on service ncpa_listener: No such file or directory error reading information on service ncpa_passive: No such file or directory

Removing the install results in similar issues:

This is effectively manifesting the same issue as #1028. Fixes have been merged into dev-v3.0.1
