Add support to Debian 11 #808

After upgrading from Debian 10 to Debian 11, some parts of the NCPA agent doesn't work anymore.

I can't see information for services, processes, mounted disks and more.

I have Debian 11 with ncpa-2.3.1.d10.

We are testing a 2.3.1 build now, and it may be available soon - but we will for sure be building 2.4.0 as well.

Testing the 2.3.1 build shows it working however it's got the same bug as #791 and will be fixed in 2.4.0 so will close this since the official debian 11 build will be released with 2.4.0.

(if you want to use the build though you can try https://assets.nagios.com/downloads/ncpa/dev/ncpa-2.3.1.d11.amd64.deb, the file will remain up until 2.4.0 is released)

Sorry to re-open: is there any word of a release of 2.4.0 - or indeed, any - build for Debian 11? The releases list has 2.4.0 having been out now for 2 weeks, but the directory list at https://assets.nagios.com/downloads/ncpa/ has no d11 and the downloads page at https://www.nagios.org/ncpa/#downloads only lists up to 10.x.

Unfortunately the link to the 2.3.1 build in the above comment no longer exists.
