Update GIT workflows for v3 to build out all distros #928

Update GIt workflows to build packages for linux distros with correct distro and acrchitecture tags

  • create separate NCPA.spec files for each distro, or auto edit one .spec file to replace those tags?
  • can use a few initial builds then iterate on packaging code using different NCPA.spec files

Nagios has decided not to build NCPA via GIT workflows. So this task is no longer relevant.
