Add systemd unit file #49

I've been carrying a systemd unit file in downstream rpm for Fedora/EPEL for years, it's high time to have this upstream.

It would have been nice to have that in 2.10.1 too.

Thank you sorry about not getting this in there, since people still use nsca we'll do a very minor update with this since some systems no longer have xinetd and a systemd file would be useful.
