Server not autostarting after reboot #15

User forced to run: python runserver.py After reboot in order to start server.

This was a problem in v3.0.0. People are seeing it because there is a bad filectime check in the latest.php which select the most recent tarball. I Changed it to use filemtime and it seemed to work. To verify navigate to this link: http://assets.nagios.com/downloads/nsti/tarballs/latest.php

If it downloads a copy of NSTIv3.0.2 then it is working correctly.
