[FEATURE] Overwrite lowlevel_refindex #5

Overwrite lowlevel_refindex so we can set captureReferenceIndex to false before running reindex - it makes no sense to spool the records when performing a re-index

Solved with just documentation (for the time being). Argued a bit with myself and came to the conclusion it's nice enough to have a way to force filling the queue with all existing records, which is what would happen if you run the existing CLI command or force an update via "DB Check" in the backend.

May revive this pull request later if it turns out my reasoning is bad. Will also look into possibilities of adding for example a checkbox in the DB module and/or an argument for the existing CLI command to switch off capturing and do the update on-the-fly, but will probably only do that in the case it doesn't require another XCLASS ;)
