새로운 자판 배열을 libhangul 공식 버전에 반영을 하려면 
어떤 절차가 필요할지 궁금해서요...

예. pull request에 써 놓은 대로 새로운 자판 배열을 
공식적으로 적용하는 것은 좀 어렵겠습니다.
기존에 널리 쓰이고 있는데 아직 추가되지 않은 것이라면 
고려해볼 수도 있겠습니다만,
일종의 실험을 해보고 싶은 것이라면 개인적으로 수정해서 
배포하시거나 사용하시는 것이 좋겠습니다.
