some images don't have the copyright tag #59

for example: md5:f781778d3f9c36459c9e71b2a7590cb2 on gelbooru there is a copyright tag. but when i download it with danbooru downloader, the tag is missing

it is depend on your tags.xml.

If the tags.xml doesn't have the tag information, it will be set as general tag.
