fix(auth): [nan-1249] update number to refresh and update last fetched even if failed

Describe your changes

On refreshes if a connection fails to refresh we don't update the last_fetched_at date which means all the failed connections attempt to refresh at each cron and likely take up all of the "seats" to refresh. Some connections need to be refreshed very often.
