NCF ignores the Construction/Repair, Mining, Cleanup, etc check boxes for what tasks it allows it to do. Was able to recreate error in solo creative server.
Create base
Place Power
Place NCF
Turn all Flags in NCF off (Intended to make it do nothing while powered)
Place unbuilt blocks to grid
NCF will proceed to build blocks.
Second unintened side effect.
This could also mean that the NCF is also ignoring beacons as it will do all tasks regardless if there is a beacon on the grid or not.
