Not sure if you have found yourself a fix for this (since , month have passed) but there is a collision bug with the base of the facility.
Can be built by aiming to the tip. For reference screenshot of the message found in the discord.

Hello have the following problem, I can place the main part of the plant but in the connection neither build nor tear down. furthermore, I can simply run / fly through it. Had first suspected that it consolidates with another mod. Have tested it in a new world without other mods and the same result!
