Following up on #2108, it would be good to have a cylindrical test case that shows how to make an oblique planewave in cylindrical coordinates using a Jacobi–Anger expansion, as found in equations 5–7 of this paper, for example.
A simple problem would be Mie scattering from a sphere, which we already have a tutorial on. This is nice because if you look at the scattering cross section at an oblique angle it should match that from normal incidence, so it's easy to validate.
