Extermination fleet target #1

Especially in solo VP, this could be yet another dice roll the app does for the player.

Fleet label could be "Extermination Fleet n (GC)" or "Extermination Fleet n (HW)". (Make sure it still fits beside the "First combat/Remove" button.)

In co-op: If a fleet is being launched during an odd numbered Eco- nomic Phase, the target is the Galactic Capital, otherwise this fleet will set its destination for the nearest player Homeworld.

In solo: Extermination Fleets either target the player’s HW or the Ga- lactic Capital—flip a coin to decide.

First import all issues from BitBucket, so that Issue numbers and commit markups don't collide.
