Currently raider fleet is launched if ap has not seen scanner that can detect it. But all flowcharts say ANY scan tech, so change it.

This is quite ambiguous. The 1.2 base game rules says Scanner that can detect current cloak. The flowcharts say different thing for the -2 fleet launch roll modifier and the fleet launch itself.
