There is one branch where NPAs are relevant. Plus add a note at seen size 3 ships. Plus, add "has not seen PD and mines" and "has seen PD or mines" to the buildcarriers decision.

re #34 : game fixes. app still needs to be updated so that the NPA option can be selected.
