HW: Swap INC and DEC locations #26

Natural location for INC is on the right, DEC on the left.  Only the physical 
locations should be modified.

The diagram depicts the pin assignments and locations:

           PC1  PD2 PD3
RST        DEC MODE INC
------------------------------------Bottom of board
