Refactor the part that adds the global attributes to netcd file.
Add a yaml file that contains all the constant metadata (data center info, platform info, ...).
Add all the global attributes that are necessary for the MMD file.
Why:
to simplify the creation of MMD files, using py-mmd-tools
to have consistent metadata in netcdf file and in MMD file (not the case currently)
to avoid calling colhub twice in the processing. Currently, we make a first call to get the data and a second call to create the mmd.
