This PR will add a classification exercise which explains how to use SVC and Omikuji backends for multiclass classification on the 20 Newsgroups data set.
TODO:
[x] Test the exercise in practice, make sure it works
[x] Measure the execution times and replace the X's in the exercise with the correct amount of minutes
[ ] Determine the numbering of the exercise - the file is now called 08b_classification.md but should be renumbered
[ ] Insert a link and description into the outline page exercises/README.md
