Add an account option bar

The dropdown bar that is in the top right of the website page in order to give users the option to logout or go and view their account. Which is another page that will be called. If the user has not logged in the drop down in the corner only gives them the option to login and takes them to the login page.

Accept Criteria: user needs to be able on every page to click on the account bar that will allow them to view their account or logout. Also if they have not logged in it takes them to the login page.
