@jamaps this should be ready to review. As far as the user experience, the only difference should be that Edmonton's bikeshare menu item should be greyed out.

Just a quick second set of eyes to make sure there are no bugs introduced would be great!

I've now added all new cities, not just Ottawa, along with their boundaries from OSM. None of them should be showing up yet as there's no other data for them.
