Currently, the systemd user service unit is wanted directly by the udev rule. Should be changed so that a systemd user target unit is wanted by udev, then a user can customize their own response without root privilege (including no response whatsoever if desired).
In addition, need to either:
create several different services for steam, steamlink, etc. launched natively, via flatpak, flatpak --user, etc.; or
provide just one generic service but make it configurable.
