rworkflows: Set `docker_registry: docker.io` #89

I recently made the default Docker registry in rworkflows as "ghcr.io" (GitHub), but I think this would require @NathanSkene enabling Releases by other people in his repos.

In the meantime, I've set the action back to the old registry, "docker.io" (DockerHub) which should still work fine.
