Auto Recruitment BROKEN!!! #18

Hey, I've been having a severe issue within my region, The United Northern Countries.

I was not worrying about it, but our population has reached 115, a new low for us. Our automated telegraphing service, part of NS++ has completely stopped working. We see the bar, but there is no name, nor is the Red bar moving across it. We really need the recruitment services, I hope you guys can please please help! Is there any temporary fix until the whole problem is fixed?

The underlying problem should be largely fixed now. Working on ameliorating any temporary difficulties remaining.
