Settings Page no longer loads #66

The NS++ settings page will no longer load, meaning I can no longer edit my preferences. On top of the other broken NS++ features, like the puppet switcher, this is the most important to fix. Please bring back our settings!

The certificate is invalid.
Workaround: go to https://nationstatesplusplus.net/ and click the advanced notice, telling you the certificate is invalid. Go there anyway, despite the "unsafe" warnings. You'll see an 'unsecure' notice on your address bar, but it's not like anyone has hacked the site. They just never renewed the certificate.
