Make control_map dataset available from the data catalogue.

Process all the control_map dataset from the all CDM source pipeline and make is available to data catalogue.

Process control_map to include n3c person_id for case_person_id and the control_person_id value that site is submitting.

All CDMs control_map are processed and deployed except PedsNet. PedsNet control_map processing is blocked until the dataset is parsed to the pipeline steps. Once it becomes available, will return and finish processing the ones from the PedsNet.

Once the Source CDM util library integration is complete, and unblocked, will upgrade the template and deploy PedsNet control_map. Need to integrate with Source CDM utils library.
