Metrics for Homepage - place all high-level stats in one place #68

Need to create a prominent dashboard of metrics on the home page, such as number of: DTAs DUAs Data Releases Users N3C Projects N3C-derived Publications

Plan to remove the large graphic for building he N3C and workstream icons, and replace it with more relevant images and data for using the Enclave.

Will create a metrics teaser on home page - and then point to Dashboard for all numbers in one location. DTAs, DUAs, Data Release, # of users # of projects, N3C-derived publications and others
