Add two layers to BRMS Forest Reserve Maps - Ranges and 'other' CFRs* #121

To 'simply' add two more layers - Ranges and 'other' CFRs to the existing map (which is looking good). This is dependent on map behaviour / server loading.

@LeScruf can these be base layers, just like districts, sectors, and grids? I would need the kmls for ranges.

For the CFRs I will be able to use the kmls that the team are working on. In the directory structure I provided we have kmls for cutline, shoreline, riverline and inter protected area line. It just occurred to me that I didn't add a placeholder file for the CFR master polygon. Should we have a master polygon kml file too? We can use it for the CFRs and for the 'other' CFRs base layer.

@peacog - yes the Range and CFR polygons would just be base layers.

I think the base layer CFRs (not the particular CFR in the view e.g. Abera ) should be just standard / simple polygons - as you suggest which also serve as the master polygon set? In addition, the current (inaccurate) CFR KML set should be retained as the 'old' CFR KML set - because until the new master KML set is complete, we need to be able display existing CFRs, and then this old CFR KML set can serve as a historical reference - but not displayed by default. We don't have the full new KML set yet - but it's getting closer...
