Improve the aerial photo details page

• [x] Add a file upload field to the aerial photos content type for uploading a single raster image (jpg, png)
• [x] Make aerial photos view page more user friendly
• [x] Show uploaded image in page hero section
• [x] Add unique constraint to Record Id field
• [x] A smaller thumbnail version of the photo should be shown. If the user wants to see the full version they can click to open it.

@senyonjo-edward the existing aerial photos all have a scale value of 127750. Should we make this field a select list like we are going to do with Cadastral Maps? If it's a select list what values should it be possible to select? Is 1:127750 a valid scale?

Do we need to add, change or delete any fields in the aerial photos record? Here is an example of one: https://brms.stg.envs.utils.nfa.go.ug/node/1573/edit

For example, should the Scale field be a dropdown select with a limited number of values? 1:2500 1:10000 1:50000 1:250000

Valid scales are: 1:20000 1:25000 1:30000

For page title use District/Area + photo number, for example Mabira Aerial Photo 70
