Role-based user workflows #43

Finalisation of a straight-forward user workflow based on the user role – such that power users can be notified of changes proposed to all data held on the system and then approve/comment/reject these changes, based upon an agreed rule and procedure set.

Hi @LeScruf @pcambra When we spoke about this did we say what kinds of notification we want? For email notifications we will need to configure outgoing emails from the site. We currently don't have that on any of the sites.

For the moment, we are going to moderate everything.

https://www.drupal.org/project/message_digest can be an option to allow us to create a weekly digest.
