Expose the map layers #85

Expose the map layers to Forests.

We would need to provide a Geodata endpoint in the GeoLayers module so is consumed by Forests, but also potentially by Farmers.

-We need to be able to designate (flagged) one of the Geo-layer as the main layer. And the API will export only that layer.
