Synchronise the CFRs identifier through the systems #86

Try to use the District code identifier for CFRs, otherwise use the UUID. We need to import these identifiers into Forests, Farmers and BRMS.

This is related to #19 and #23

We are using the UUID of the nodes on BRMS as the global ID. We have added a NFA sites global ID field to the forest reserve content type to store the value.

We will add the same field to farmers and forests and synchronise data betweenall three sites
