Add Sectors

Add Sectors to the system. A Sector is a management level below a Range/Plantation Management Unit.

• A Management Unit can contain 0 or more Sectors.
• Range Management Units can contain multiple Sectors.
• Plantation Management Units do not contain Sectors
• Sectors can contain multiple CFRs
• A CFR does not always belong to a Sector. CFRs in Plantation Management Units do not belong to Sectors. They belong to Management Units.

Tasks

• [x] Add a Sector vocabulary with a mandatory Management Unit entity reference field and a geo field for the sector's polygon.
• [x] Add an optional Sector entity reference field to the CFR vocabulary
• [x] Add a Management Unit Type field to the Management Unit vocabulary with options Range management unit and Plantation management unit
• [x] Import Sector data
• [x] Add Sector information to reports

In addition, we need to have an ability to associate a polygon with each sector. Otherwise, looks good!
