Add Sector manager roles and data access permissions #104

Add a Sector manager user role and create data access permissions. When a user is assigned to a Sector their access is restricted to data from within their Sector. Access should restricted to viewing and editing data within the Sector, with CSV exports of that data permitted from the reports.
