Add data moderation workflows

Sector managers can add an edit data in their assigned Sector, but cannot publish data. Data will remain in draft mode pending review. A moderator user will approve and publish the data.

1. The moderator role should be assignable to specific users.
2. There may be a need to restrict moderator permissions by Range and Management Unit (TBD).
3. It would be helpful to have a user dashboard where all user-generated timestamped changes are viewable - organized by: (i) changes that have been drafted (i.e. waiting for approval), (ii) those that have been approved, and (iii) those that have been returned for adjustment with a field for comments.
