Re-organising the accounts system #158

@peacog This is part of the ongoing work to complete the accounts system.

Currently, under the land rent tab, land rent due stretches as far back as the early 2000's for some farmers - e.g. see the record for Nile Fibreboard (we will use this a working example). The challenge is that before 2016, farmers were charged not for the whole area allocated to them, but only that which they had planted. From 2016 onwards, they started to be charged for the area allocated, regardless of whether it was planted or not. For various reasons it is not practicable to retrace monies owed from before 2016, because often information on what had been planted and not was patchy and also it remains open for dispute.

So we need to split the data - into two: Data for monies owed for land rent going forward from 2016 should be retained as is, and data for monies owed (where this data exists, or has been entered) should be split into a separate static table for reference underneath the live table. The net amount due payable can then be calculated going forward from 2016 (depending on when each area was allocated - i.e. the farmer should only be charged land rent from the year when a license / area was allocated).

In addition, you will note that under 'Land Rent' tab e.g. for Area 001654, there is a table at the bottom of the page called 'Historical payments information'. This table needs to be moved over to the 'Payments' tab in the same position or in a UX-friendly location. This table is useful in terms of providing historical context.
