Change environment switcher links to http:// #175

Changes were made on to server to serve https on port 4431 instead of port 443. We can no longer visit the site by going to https:// if we don't specify the port. To give users an easy way to visit the site without having to remember the port number, a redirect has been created from http:// to https://:4431. We can visit the site on http://farmers.nfa.go.ug/ and be redirected to https://farmers.nfa.go.ug:4431.

This means that the following links on the landing page no longer work and should be changed to use http://

The Environment Switcher links are also broken and should be fixed.

A workaround was found that makes this issue obsolete.
