A simple flag on the record and in the db to indicated whether each farmer record has had the requisite polygons uploaded or not. This should be a 'smart' indicator generated by the presence or absence of a polygon upload for each area and sub-area and provide an audit table - so as to enable an overview of how geo-spatial-data complete the system is.
