Change the Farmers Full report #201

Rename it to Farmers Register

Remove columns:

Category/Type,
Sub area
All other subarea columns

Remove the grouped heading and make the table header sticky on scroll Verify export to CSV is correct

Hi @Rashids2021 I've fixed the bug in the Farmer's register report where you were seeing payment advice records in the Offer/License column. I also split the license data column into a License Issue data and License Expiry date column. You can review the changes here: https://farmers.stg.envs.utils.nfa.go.ug/fmis/reports/farmers-full

Hi @Rashids2021 I have fixed the bugs you found in the CSV export of the farmers register report. When you have some time please test and let me know if it's OK.
