Update theme to look like farmOS 2.x #62

FarmOS uses the Gin admin theme https://www.drupal.org/project/gin

Investigate using it as a base theme, or as it with blocks or layout builder

Hi @Rashids2021 @LeScruf . I've switched the theme off the Farmers site so that it looks like Forests and BRMS. This will be a big change for the editors so it would be great if you could both test it on staging and let me know what you think. https://farmers.stg.envs.utils.nfa.go.ug

I think it will be easier to find your way around the site with this new theme. To get back to the overview page you simply have to click on this button/icon in the toolbar on the left. Reports and settings are all accessible from that button too.

Confirmed that NFA Gin Farmers theme is the default site theme
