Manual deletion of records #41

NMA staff need the ability to remove selected records from the API, e.g. after a 'take-down' request.

Can remove manually in Solr admin UI if needed immediately.

This issue is deciding on the best way to manually delete (if Solr isn't best practice) and ensuring the record doesn't reappear, e.g. flagging for delete.

Could have an additional API status flag: API, No API, To delete from API (or words to that effect).
